1390 Market Street (Fox Plaza) is a 30 story, 354 ft. tall mixed-use building built in the 1960s. The building consists of Pre-Northridge welded moment frames in each direction. Due to the unique connections used for this project, full-scale laboratory testing was required to determine their seismic performance. The owner conducted a voluntary seismic upgrade to reduce the risk of collapse during a major earthquake event. It was desired to achieve a collapse prevention performance objective at the BSE-1N (475-year) earthquake. FVDs were provided at floors two through eight where significant retrofit of the connections were going to occur. The added energy dissipating capacity minimized the potential for collapse and allowed the building to meet the BSE-1N target.
