These two office towers were built in the 1970s under the 1967 Uniform Building Code (UBC). Both structures were built with very similar systems consisting of 8” post tensioned 2-way flat slab to resist gravity loads and perimeter concrete moment frames to resist seismic forces. This system provided very low ductility compared to similar systems under today’s code. Initial analysis showed that both towers would likely experience moderate to significant damage in the event of a design level earthquake, largely due to the formation of a soft-story mechanism at the bottom floor. FVDs were added only at the soft story and were effective at removing the risk of a soft-story mechanism forming and brought the buildings back into code-compliance.
